A police source tells 2 On Your Side that New York State Police have pulled over a vehicle in Niagara Falls allegedly with two Russian nationals in the vehicle.
The car was pulled over at 19th and Elmwood in the Falls.
Bomb techs and a robot are being used to investigate four suspicious backpacks in the vehicle.
Another source tells us the vehicle has Massachusetts license plates.
This could be nothing, but as the live video notes, Tamerlan Tsarnaev’s cell phone could now be in police possession — and they will be searching it rapidly for any associates. That may have to do with this alert from a couple of hours ago:

Going to the international border raises some suspicion, too.
Update: Buffalo News says the two are brothers from Turkey, not Russia, and that so far their story is checking out:
Local, state and federal police are interviewing two Turkish brothers who drove into Niagara Falls this morning in a vehicle with Massachusetts plates.
A member of the Air National Guard spotted the two men in the vehicle early this morning and followed them into Niagara Falls where authorities stopped them at Elmwood and 19th Street, police said. A bomb squad was called to the scene. …
At this time, it appears the brothers’ story is checking out and will not result in police action.
Meanwhile, PD want Connecticut residents to be on the lookout for 316-ES9, a gray Honda CRV, which may be connected to the case and headed their way.
Update: WGRZ reports that the police are still searching the car, although the passenger and driver are cooperating. Both are US citizens, and the PD are being thorough “out of an abundance of caution”:
